These steps explain the regular decline-in-value review and appeal process. They do not confirm that filing is open or that a submission method is currently available. Before filing, check the county’s current window, fees, forms, and submission instructions.

Informal review

Procedural reference — confirm current availability before filing.

The online entry and property lookup may remain accessible outside the filing window; access does not mean late requests are accepted. Use the current year’s instructions when filing reopens.

  1. Open the Assessor’s Decline in Value page and choose Informal Request for Decline in Market Value Review – Submit Online under Popular Tasks.

  2. On Assessed Value Lookup, read the notice and select I Accept. Choose a search type, enter your parcel number or property address, and select Search. Check that the property and assessment year match your notice.

  3. Prepare your assessment number, owner and contact information, property and mailing addresses, purchase date and price, current assessed value, and your opinion of market value on January 1 of the assessment year. The reference request form remains available as a reference for these fields; its filing deadline has passed.

  4. Gather comparable sales and describe the property’s condition on the valuation date. The linked reference form asks for sales near January 1, details not loaded and sets a March 31, details not loaded cutoff. Include each sale’s address, date, price, size, description and condition. Income-producing properties also need a verified operating statement and rent roll.

  5. When filing reopens, use that year’s request and submission instructions. Complete the required signature and date and keep a copy. If the Assessor has not resolved your request before the formal appeal deadline, file a formal appeal on time to preserve that option.

Formal appeal — by mail or in person

Procedural reference — confirm current availability before filing.

Single-family, owner-occupied property assessed at $150,000 or less is exempt from the application fee.

  1. Open the Clerk’s Assessment Appeals page and download Assessment Appeal Application under Forms. The application PDF is also available directly.

  2. Complete a separate application for each parcel and roll year. Enter the applicant’s contact information, APN and property information. For an annual decline-in-value appeal, select Regular Assessment and Decline in Value and identify the correct tax year.

  3. Enter the values from your assessment notice or tax bill in column A and your opinion of value in column B. Leave column C for the Board. Complete the remaining questions using the form’s instructions. Do not attach hearing evidence to the application.

  4. Print, date and sign the application with an original signature in blue ink. Include a details not loaded check or money order payable to details not loaded, unless you qualify for the exemption above.

  5. Mail or deliver the signed application and applicable fee to Clerk of the Assessment Appeals Board, details not loaded. Personal delivery must reach the Clerk by 5 p.m. details not loaded; properly addressed, postage-paid mail must bear a U.S. postmark no later than details not loaded.

  6. Keep a copy and proof of mailing or delivery. Watch for the Clerk’s acknowledgment letter with your Application Number, and respond if the Clerk identifies missing information.
