These steps explain the regular decline-in-value review and appeal process. They do not confirm that filing is open or that a submission method is currently available. Before filing, check the county’s current window, fees, forms, and submission instructions.

Filing instructions

Informal review

Procedural reference — confirm current availability before filing.

  1. Open the county’s Request Informal Review by Assessor form.

  2. Enter your parcel number, contact name, and property address. Use the form’s Parcel Viewer link if you need to find your parcel number.

  3. Enter your opinion of the property’s value as of January 1, details not loaded, and explain why it is below the assessed value. Summarize the comparable sales or other facts supporting your opinion in the explanation box.

  4. Add your email address and phone number, review the information, and select Submit. Keep a copy of your answers and the confirmation email the county says it will send.

An informal request does not extend the details not loaded formal appeal deadline.

Formal paper appeal

Procedural reference — confirm current availability before filing.

Sacramento accepts paper applications; filling in the PDF online does not file an appeal.

  1. Open the county’s Assessment Appeals page and download Assessment Appeal Application with Instructions. You can also open the PDF directly.

  2. Complete your contact details, parcel number, property address and property type. Enter the assessed amounts from your notice or tax bill and your opinion of value; leave the Appeals Board column blank.

  3. For a current-year decline-in-value appeal, select Regular Assessment, enter roll year details not loaded, and select Decline in Value. Read the form instructions before answering the written-findings and refund questions.

  4. Review, print, and sign the certification in blue ink. Keep hearing evidence for the hearing; do not attach it to the application.

  5. Include the details not loaded nonrefundable filing fee for each application/parcel. For mailing, use a check or money order payable to details not loaded.

  6. Mail the signed original and fee to Assessment Appeals Board, details not loaded, with a U.S. postmark no later than details not loaded. Or deliver them to that office by 5 p.m. on the deadline. Keep a complete copy and proof of mailing or delivery.

After you file

Informal review

Keep your request confirmation and correspondence. Confirm current deadlines with the county.

Formal appeal

Keep a copy of your application and filing confirmation. Watch for notices from the Clerk of the Board and follow the county’s instructions for any hearing.
