Filing instructions

Informal review by mail

The 2026 request period is July 1, 2026–November 30, 2026. Use the Assessor's 2026-27 form for the January 1, 2026 value.

  1. Open the county's Assessment Review Request (Prop 8) page and download the Assessment Review Request for a Decline in Property Value form.

Download the 2026–27 informal review form.
Download the 2026–27 informal review form.
  2. Enter the parcel number from your tax bill, owner name, phone, email and property address. Select the property type. Complete the agent details and attach authorization only if someone is filing for the owner.

  3. Review the information, then sign and date the request. For commercial, industrial or other property types, attach support for the January 1 valuation as instructed on the form. For a residential request, the form does not require a comparable-sales worksheet; have your supporting information ready if the Assessor asks for it.

  4. Keep a copy and mail the signed form to Solano County Assessor/Recorder, 675 Texas Street, Suite 2700, Fairfield, CA 94533-6338. The request must be postmarked by November 30, 2026. Retain proof of mailing.

  5. The Assessor will notify you of the result. If you still disagree or the review is unresolved as the formal deadline approaches, file a separate formal appeal by that deadline. The informal request does not replace that application.

Formal appeal by mail

The regular annual appeal window is July 2, 2026–November 30, 2026. The filing fee is $35 per parcel, nonrefundable.

  1. Open the Clerk's Assessment Appeals page and select Assessment Appeal Application. The county's archival-document page displays the application PDF. Download it and read its instructions; the currently linked PDF is also available directly.

  2. Use a separate application for each parcel and tax year. Enter your contact information, property identification, assessed value and your opinion of the January 1 value. Explain the facts supporting the requested reduction. For an ordinary annual market-value dispute, use the regular-assessment, decline-in-value category.

  3. Complete any remaining application questions following the county's instructions, then review, sign in blue pen with an original signature and date it. Do not attach hearing evidence. If using an agent, use the Agent Authorization Form linked on the appeals page; the Assessor's separate authorization form is not accepted for formal appeals.

  4. Keep a copy of the application and enclose a $35 check or money order payable to Solano County. Mail the packet to Clerk of the Board, 675 Texas Street, Suite 6500, Fairfield, CA 94533.

  5. Ensure the packet receives a USPS postmark by November 30, 2026, and keep proof of mailing. Send it early: the county warns that the postmark can reflect processing at a postal facility rather than the day you put it in the mail.

  6. Keep your application number and county correspondence. When the hearing notice arrives, return its confirmation card by the stated date. The county asks for seven copies of hearing exhibits. Continue paying property taxes by their normal due dates.

  • Currently linked local rules — the application provisions require signed paper filings, one application per parcel and year, and submission to Suite 6500. They expressly prohibit filing by email or fax.
  • The Assessor page groups formal appeals under a July 1 heading, but the Clerk's dedicated deadline page and the informal request form identify July 2 as the formal start. This guide follows the Clerk.
  • Currently linked county application, BOE-305-AH Rev. 12 (05-24) — downloaded and inspected October 6, 2026. Despite the 2025 filename, it is the form linked from the current Clerk's page. Informal review or formal appeal: which one first?

Solano County offers both: an informal review with the Assessor, and a formal appeal filed with the Clerk of the Board (due November 30, 2026).

The state's own guidance says to talk to the Assessor's office first: if their staff finds an error, they can lower the roll directly and you may never need to file. Missing an informal review costs you nothing; missing the formal deadline costs you the year.

Do homeowners actually get their assessments lowered?

3,100 homes in Solano County had temporarily reduced assessments in tax year 2025-26.
