These steps explain the regular decline-in-value review and appeal process. They do not confirm that filing is open or that a submission method is currently available. Before filing, check the county’s current window, fees, forms, and submission instructions.

Informal review
Procedural reference — confirm current availability before filing.
Informal review does not extend the formal appeal deadline.
Open the Informal Request for Decline in Value form. Select your property type, then enter the parcel number and property address.

Enter your parcel number and January 1 market value. Enter your opinion of market value as of January 1, details not loaded. Use Notes to explain the requested reduction.
Answer whether the property produces income. If yes, email rent or lease details, expenses and income to [email protected] within 14 days of submitting.
Complete the owner, requester, contact and mailing details, review the form and select Submit. Keep a copy of your request and any acknowledgment. If the value changes, the county mails a Notice of Assessment Roll Change to the owner.
Formal appeal online
Procedural reference — confirm current availability before filing.
Open Ventura's Online Assessment Appeals portal. Have your assessment notice or tax bill ready. Select Register if new, or enter your email and password and select Sign In.

Register for a new account or sign in to an existing account. For a new account, enter your email and select Send Verification, then follow the verification and registration instructions.
Follow the portal's instructions to complete the application. Use a separate application for each parcel and roll year. Enter the applicant's contact information, parcel number, property address and assessed value from the notice, plus your opinion of value. Leave the representative section blank if filing for yourself.
For a regular annual market-value dispute, identify Regular Assessment, the correct roll year and Decline in Value. Review the county's application instructions before answering the hearing-type, written-findings and refund-claim questions. Written findings carry a separate charge.
Review and submit through the portal during the applicable filing window, keeping a copy and any confirmation. Ventura accepts complete electronic applications without printing or mailing; electronic filing must be completed by 11:59 p.m. on the deadline. Do not attach hearing evidence to the application—the county requests supporting information later.
